Metropolitan Transportation Plan
An essential element to a Metropolitan Planning Organization (MPO) is the development of a regional Metropolitan Transportation Plan (MTP) or sometimes called Long Range Transportation Plan (LRTP). These documents serve as the foundation for the development of the Transportation Improvement Programs (TIPs) that are administered at the regional level by the MPO.
Typically, the MTP is a 20-year planning horizon vision document that identifies regional transportation goals and project prioritization processes. This plan must identify how the metropolitan area will manage and operate a multi-modal transportation system (including transit, highway, bicycle, pedestrian, and accessible transportation) to meet the region’s economic, transportation, development and sustainability goals, while remaining fiscally reasonable.
